community associations, governments, and landlords can not "impair
installation, maintenance, or use of" satellite dishes. They go
on to say that community associations, governments, and landlords
can not require a fee to allow installation or significantly delay
installation through a lengthy approval process.

and special circumstances so if you are concerned about this then
it would probably be a good idea to visit the FCC site in order
to get all the details or to file a complaint against your community
association, government or landlord.
